"Governments, NGOs, and funders often make significant efforts to reach entire communities. However, in some cases, they may provide interventions that are not suitable for a particular community or attempt to transfer interventions from one community to another, despite the communities facing different challenges. This raises the question of why communities sometimes do not respond to interventions that are perceived as beneficial. One possible explanation is the lack of a thorough needs assessment for the specific community before the intervention is implemented.
To address this challenge, we introduced RESEARCH HAPA—a tool designed to assist in the planning and implementation of effective interventions by thoroughly assessing the needs of individual communities. RESEARCH HAPA will work alongside governments, NGOs, donors, and funders to conduct baseline surveys (both desktop and fieldwork) as well as qualitative and quantitative research to ensure that interventions are tailored to meet the actual needs of the communities they are intended to serve."
